I'm not sure what the highest level a Dragon can be is, but I know for a fact that the highest in Dragon City is 40. You can pet them, getting golf and sometimes gems in return. Unlike Dragon City, however, you can actually interact with the dragons in Dragon Mania. They're a bit like a mix of the Legendary and Boss dragons, glorified versions of what would be simple elemental dragons. One thing I noticed when I switched is the dragons in Dragon Mania really aren't as unique as the Dragon City ones. Chances of finding the shards greatly vary player to player, but even if you don't find one, you can find extra food, gold, scrolls, even gems sometimes. Getting all of them will not only change time, but awaken a huge mountaintop Dragon named Chronos. You also get a subplot where you must explore locations in your islands to find special shards.
